CERT Training Program

    CERT, which stands for Community Emergency Response Team, is a program created by the Federal Emergency Management Agency (FEMA) to train everyday people how to help professional responders and their community in an emergency.  Training Solutions International CERT training program is intended to help CERT programs train CERT personnel, certify instructors, and provide consultation to programs just starting up and ones that are seeking advice or assistance.  Our training programs are delivered at or above standards established by FEMA and the Emergency Management Institute (EMI).

Basic CERT Training Course
Average Runtime: 25 hrs (Typically divided into 4 days)

CERT Basic Training is how all new CERT's get trained.  The Basic Training course typically takes approximately 25 hours to complete in total.  It is broken down into modules related to disaster response.  Modules can be arranged and taught individually or in groups to meet specific time needs.  The TSI CERT Instructor cadre is capable of delivering the entire Basic Training Course, or delivering individual modules as needed or requested.

CERT Train-The-Trainer Course
Average Runtime: 21 hrs (Typically divided into 3 days)

CERT Train-The-Trainer (TTT) is the course required for anyone that wants to become certified as a CERT Instructor.  The course is typically delivered over three days and contains topics such as course delivery, teaching skills, and preparation.  After successful completion of the course, students become CERT Instructors and are able to teach the TTT course at their home CERT program.  TSI Maintains a cadre of Master Instructors capable of delivering the CERT TTT course.

The CERT Program Manager Course is the course intended to train anyone who will be functioning as the program manager, CERT coordinator, or upper level CERT leadership of a CERT program.  The course contains topics such as program structure, policies for volunteers and instructors, how to establish a program, and how to manage resources.  TSI Maintains a cadre of Master Instructors capable of delivering the CERT Program Manager course.

Average Runtime: 7 hrs (+ 1 hr lunch break if done in one day)

As with anything, CERT information is constantly growing and changing.  New trends, changes to practices, and updated information help keep the training relevant.  In recognition of this, TSI has built a special update course intended to be taken every 2 to 4 years, or anytime there is a new FEMA change to the CERT curriculum.  The Update Course is intended to bring CERT Instructors, Program Managers, and CERT leadership up to speed on current practices, new trends, and new changes to training.

PLEASE NOTE: Our CERT Classes come in two formats, Basic and Enhanced.  Basic is the 100% true to FEMA version with nothing added.  Enhanced still has the core FEMA mandated content, but also has added information based on our experience to help students be informed and learn the skills more effectively.  Class cost is the same for both versions.  Listed class times are for Enhanced classes.

CERT Program Development & Consultation

The TSI CERT Training Program offers program development and consultation services in addition to training.  We have experience starting programs from the ground up, in addition to managing programs and helping them to develop.  Including program implementation & structure, developing polices and procedures, and training personnel.  Our knowledge and experience can help you start your program, or help an existing program grow and be successful.  The more successful programs there are, the more prepared our communities become.

In addition to standard community based and agency sponsored CERT programs, TSI is experienced with the implementation of Campus CERT programs. Campus CERT, or C-CERT, is a variation of the standard CERT model that can be applied to universities and community colleges in order to help respond to emergencies on campus or in the nearby campus community.  Campus CERT can be used to train both faculty, students, and staff alike and is usually implemented under a campus police, public safety, or emergency services department.

CERT Instructors

TSI CERT Instructors are chosen through a selection process and must be active with a federally recognized CERT program.  Instructors complete a selection process and must successfully complete the TTT course before being signed off as Instructors.  Once they successfully complete the entire process, Instructors are certified and authorized to teach the CERT Basic Training Course.

CERT Master Instructors

TSI CERT Master Instructors are senior CERT Instructors who are trained and certified to teach the TTT and / or Program Manager courses.  Master Instructors must successfully complete a selection process to ensure they are knowledgeable and experienced enough to teach upper level CERT training courses.  Master Instructors are also those who typically lead consulting teams when assisting other CERT programs.

All TSI CERT instructors are active with federally recognized CERT programs, such as Central Aid Agency CERT.  Central Aid Agency CERT is the primary sponsoring program
of the TSI CERT Training Program.  A portion of the proceeds from TSI CERT classes goes back to benefit the C.A.A. CERT program.

In addition to training and consultation, TSI offers a variety of CERT gear and equipment through our webstore.   A portion of the proceeds from sales of CERT related items goes to benefit the Central Aid Agency CERT Program.

CERT classes require an accompanying PowerPoint presentation and sound during the training. 
We can provide our own AV equipment if your facility does not have a space that is AV equipped. 

PLEASE NOTE: For CERT classes, class sizes must have a minimum of 10 students in order to be able to do the exercises safely and correctly.  In order to ensure proper learning and retention, we limit CERT classes to a maximum of 20 students per instructor.   However we can do multiple classes, or add instructors (at an additional cost), to accommodate your needs.

  • Have less than 10?  That's okay, you can either attend a scheduled class open to the public, or join a waitlist until we have         enough people to put on a class.

  • Want us to come to you?  We do that too!  We charge a flat fee of $1.00 per mile roundtrip from Junction City, Oregon to            your site.  If you are located in Junction City, Eugene, Springfield, Harrisburg, Coburg, Monroe, or Veneta, it's Free.
